市の改革の一翼を担うかのようだが、実際はどうだろう。警察官OBの天下り先が１つ増えたことも意味する。大阪府知事の頃から、見え隠れする橋下氏の手の抜きどころが警察組織に対するアメである。日本ではアメとムチという表現がある。警察組織にアメをやり、市役所組織にはムチを入れる訳である。本来の意から考えれば、警察組織にアメをそしてムチも入れる。市役所組織にアメをそしてムチも入れる。
