橋下市政の危うさ Part2

『セレモニーだったのか？　大阪ダブル選挙？』で、橋下大阪市長が弁護士時代に関わった、談合事件に触れた。それは、旧厚生省の認可団体である財団法人がん研究振興財団が行っている「がん予防展」というイベントに関する談合だ。

このイベントの受注は、主に、大手広告代理店電通と東急エージェンシーに振り分けられていた。公開入札で行われていたが実質的には、入札前に受注企業が決まっていた。この談合に暗躍したのは、東京都新宿区に本社のある株式会社アドバンスコミュニケーションだ。

アドバンスコミュニケーション社は、電通と東急エージェンシーから「がん予防展」の進行管理業務を受注するために、入札の書類を偽造している。この行為は、代表取締役の金田氏と取締役の中山氏が、共謀したものだった。この行為により、アドバンスコミュニケーション社を下請けにして指定なかった広告代理店は受注を逃すことになった。

また、この不正行為を幇助する形で、東急エージェンシー社の前川欣也と峯田利一が、書類の偽造に関与していた。

橋下と梅田は、このアドバンスコミュニケーション社と東急エージェンシー社の代理人（弁護人）として、対外的な対応とそのマニュアルの作成に関与している。
